The Division of Water Pollution Control (WPC) is responsible for managing and enforcing Cleveland’s Phase II Small Municipal Separate Storm Sewer System (MS4) program. In 2021, the Ohio Environmental Protection Agency (OEPA) issued the city a violation for a continuous, unauthorized discharge of sewage into the Rocky River from its MS4 system. About the Presenters
Scott Belz, Program Manager Field Services – Water, AECOM
Since 1980, Scott has pioneered field investigations for sanitary and storm sewer programs. He played a key role in establishing AECOM’s Field Services Group in Cleveland, Ohio. This group was formed in response to the USEPA’s more stringent sewer collection system investigation requirements within WWTP Facility Plans. They specialize in field investigations such as flow monitoring, smoke testing, dye testing, and pipe inspections.
Jennifer Heard, Chief Civil Engineer, City of Cleveland – Division of Water Pollution Control
Jennifer serves as the Chief Civil Engineer at the City of Cleveland’s Division of Water Pollution Control. She holds a bachelor’s degree in Civil Engineering from Cleveland State University and a master’s degree in Environmental Management from University of Maryland-University College. With over 20 years of experience working in the wastewater/stormwater industry, Jennifer plays a vital role in guaranteeing the City’s adherence to stormwater regulations as mandated by OEPA’s MS4 general permit. Her duties encompass the formulation, execution, and oversight of policies, strategies, and technical solutions that support compliance with MS4 permit guidelines.
