The Division of Water Pollution Control (WPC) is responsible for managing and enforcing Cleveland’s Phase II Small Municipal Separate Storm Sewer System (MS4) program. In 2021, the Ohio Environmental Protection Agency (OEPA) issued the city a violation for a continuous, unauthorized discharge of sewage into the Rocky River from its MS4 system.
