This session will provide information on the recent launch of NMSA’s Stormwater Testing and Evaluation for Products and Practices (STEPP) program and the ongoing and rollout of this program. In addition, the session will include details regarding the testing standards being developed via ASTM, recent updates for the STEPP program, upcoming activities and anticipated goals, and the initial testing for trash removal devices.

About the Presenters

Jay Holtz is a Professional Engineer and Technical Director for the Stormwater Group at Oldcastle Infrastructure. Jay’s engineering background is civil and environmental with an emphasis in hydrology and hydraulics. His career spans more than 35 years, having earned his degree in Civil Engineering from the University of California, Davis in 1986. Since that time, his primary focus has been the design and application of stormwater treatment and storage systems and the policy and regulatory aspects that govern stormwater practice. Over the years, Jay has worked as a contractor with Peter Kiewit Construction, a designer with CH2M Hill, a regulator with Clean Water Services in Washington County, Oregon, and a manufacturer’s technical and regulatory lead with Oldcastle Infrastructure and other stormwater products manufacturers. This breath of experience gives him a unique perspective and understanding of each party’s water quality needs and goals. Seth Brown has over 25 years of experience in the water sector and is the Principal and Founder of Storm and Stream Solutions, LLC and is currently the Executive Director of the National Municipal Stormwater Alliance, which is a 501.c.3 representing stormwater-focused organizations in 24 states. Seth has a Ph.D. in civil engineering from George Mason University, teaches courses on water-related topics, and is a licensed professional engineer in the state of Maryland.

Dr. Greg Williams obtained his BEng and MEng in Chemical Engineering from McGill University and his PhD from the University of Toronto. He has followed that with 23 years in the water industry, mostly in product development. His most recent role is Director of Water Quality Technology at StormTrap. He is currently the President of the Stormwater Equipment Manufacturers Association and a member of the Stormwater Testing and Evaluation of Products and Practices Leadership Group.
