Ms. Pamela Lemoine is a Principal Consultant with Black & Veatch Management Consulting, LLC. She has over 30 years of experience in providing water, wastewater, and stormwater utilities with a broad range of strategic financial and management consulting services. Pamela’s expertise includes strategic financial planning, cost of service and rate design studies, affordability analyses, cost/benefit analyses. Over the past 10 years, she has also assisted several communities in evaluating the feasibility of implementing a stormwater user fee program, including the assessment of the many policy considerations that are key to the successful implementation of a new user fee. She is a member of AWWA and WEF and regularly participates in National Association of Clean Water Agencies (NACWA) conferences and committees. She is also currently serving on USEPA’s Environmental Financial Advisory Board.
