Implementing the Ever-Evolving Small MS4 Minimum Control Measures

Bio

Doug has over twenty-five years of NPDES regulatory experience in the municipal stormwater arena. Doug brings a balanced viewpoint, having spent eight years providing oversight in the implementation of the environmental permitting, public education, E&SC, post development inspection, illicit discharge, emergency response, and good housekeeping programs for a Phase I MS4 operator. In doing so, Doug worked closely with the operator’s citizen Stormwater Regulations Board, coordinated with state officials, and developed permit applications, reports, and policy documents. Building on his MS4 program implementation experience, Doug became the Commonwealth of Virginia’s MS4 Permit Coordinator, where he served as Virginia’s technical expert on MS4 programs on numerous regulatory advisory panels including those for the development of the Commonwealth’s post-development stormwater requirements, the Virginia General Permit for Discharges of Stormwater from Small MS4s, and the Virginia General Permit for Stormwater Discharges from Construction Activities. As the MS4 technical expert, Doug played a key role in development of the Commonwealth’s MS4 Chesapeake Bay TMDL compliance requirements, represented Virginia at the U.S. EPA Chesapeake Bay Urban Work Group and Nutrient Offset and Trading Work Group meetings, and communicated with EPA on many regulatory interests. Mr. Fritz provides an unparalleled understanding of the regulatory environment for municipal stormwater management, MS4 permit compliance, and the TMDL/MS4 affiliation. Most recently, Doug has engaged in the role as a trusted advisor to GKY clients seeking to maintain NPDES permit compliance in a world of ever-increasing expectations.
