Introduction to Illicit Discharge Detection and Elimination

There has historically been quite a lot of information and instruction related to erosion and sediment control, turf establishment and even low impact development. One of the topics needing more stage time is the Municipal Separate Storm Sewer Permit or (MS4 Permit). The municipal operators or municipal separate storm sewer systems (MS4’s) are being required more and more to implement their stormwater management plans and the 6 minimum control measures. One of the most important issues arising to the forefront is a need for better illicit discharge, detection, and elimination (IDDE). This presentation will serve to both inform and instruct these operators on the basics of IDDE. We will look at a few of the BMP’s typically deployed and utilized by those responsible for the implementation of an IDDE program. Image-rich, this presentation will bring about real discussion and direction on how to begin or better implement their IDDE program. The more these operators understand their requirements the better they can fulfill the tenets of the IDDE requirements outlined in their permit.

Brad Flack has been involved with Stormwater Management since 2004 where he began learning about permitting, turf establishment, erosion control and detention pond maintenance and has continued to be a learner of the industry through his career.
