Ms. Prabha Kumar is a Director in Black & Veatch Management Consulting, LLC and is the national practice leader for Stormwater Utility Consulting services. She has over 21 years of experience in assisting water, wastewater and stormwater utilities with financial advisory services, expert witness testimony, business operations transformation, and stakeholder education. She specializes in assisting utilities in navigating the journey from stormwater user fee funding concept evaluation and feasibility study through successful implementation. Recent clients include Philadelphia, PA; Wilmington, DE; and Springfield, OH. Prabha is the lead contributing author on “Stormwater Feasibility Study” for the guidance manual titled “User Fee Funded Stormwater Program” published by the Water Environment Federation. She is also a lead contributing author for the new chapter on “Wet Weather Financing and Cost Recovery” in the WEF Manual of Practice 27, “Financing and Charges for Wastewater Systems.”
