Jefferson Parish, situated in the New Orleans Metropolitan area, is challenged with managing a complex MS4 program in a below sea level environment. The system is characterized by hundreds of miles of man-made canals and over 70 drainage pump stations with a total pumping capacity of 22 million gallons per minute, all situated within a levee protection system that creates a geographic “bowl” within the urban area. This presentation will explore the engineering and environmental techniques employed to manage stormwater quantity and quality within this bowl-like environment. Presenters will discuss developing a stormwater management program to meet unique challenges by collaborating with numerous stakeholders, including 10 Parish Departments and five co-permittees. Speakers will also provide insights into the techniques of collecting and pumping stormwater within the levee systems, implementing an extensive Good Housekeeping program required to operate such a complex system within regulatory requirements, and the challenges and opportunities for implementing green infrastructure to reduce flood risk and improve water quality. The presenters will also provide a look into the future of stormwater management for the parish, including targeted outreach programs and implementation of technological solutions.
