DESCRIPTION:The City of Vancouver\, British Columbia\, has been separating sewers since the 1970s to reduce combined sewer overflows and comply with its Liquid Waste Management Plan. Looking ahead\, the City and its partners recently launched the Healthy Waters Plan (HWP) to address population growth\, climate change impacts\, and improve stormwater quality using green and grey infrastructure. Session participants will learn about Vancouver’s innovative engagement and planning process to integrate community values\, technical data and structured decision-making to shape future investments. The approach and learnings are applicable to help address stormwater challenges and opportunities faced by cities across the U.S. The project aligned different perspectives and gained agreement on a pathway forward that optimizes infrastructure investments to reduce overflows and flooding and improve stormwater quality while addressing climate-related changes\, population growth and reconciliation with First Nations. This case study session will share technical findings and the innovative engagement processes used in this plan that other stormwater leaders and U.S. communities can consider.

Green infrastructure can be an effective tool in reducing peaks from significant rainfall events\, but the efficacy is dependent on the size of the event\, design goals of the practice(s)\, and the target level of service\, often requiring combination with traditional gray infrastructure to help mitigate major weather events like hurricanes. More and more owners are taking a step back when it comes to large water infrastructure projects that disrupt quality of life by causing surface interruptions\, and evaluating tunnels as an alternative. The costs and risks associated with tunneling has decreased over time with the development of specialized and highly effective construction equipment suitable for most ground conditions. Because tunnels are deep underground\, the surface space required for construction is limited and hence the disruption to the public. Tunnels are designed for 100-150 year service life\, but are known to well outperform the design life with routine inspection and maintenance. We will present case studies where successful implementation of tunnel projects has led to long term flood mitigation success in a sustainable manner. SUMMARY:Live Webinar: Refining the Indian River Lagoon Pollutant Loading Model
DESCRIPTION:A custom model of nutrient loadings to Florida’s Indian River Lagoon\, IRL\, was developed by three counties and 13 municipalities. Join Stormwater University speaker\, Gordon England\, on May 23rd\, 2023\, at 1:00 p.m. CST as he explains the Spatial Watershed Interactive Loading model\, SWIL\, used satellite data and current modeling methods to more accurately predict nutrient loadings in the IRL than the method utilized by EPA for TMDL allocations. The resultant nutrient load model reduced EPA’s projected TMDL loadings and BMAP requirements in a subsection of the IRL by 29\,000 pounds a year. This equated to an approximate reduction of $14\,400\,000 per year over 15 years of retrofit costs by local governments. This webinar will discuss SWIL demonstrated that groundwater baseflow loadings were higher than stormwater runoff loadings for the IRL and that EPA’s nutrient TMDL allocations were not achievable by runoff treatment alone.
